The boundary
Does the City of Lorain remove dead animals?
From the roadway, yes. The Division of Streets lists removal of roadway obstructions and dead animals among its responsibilities, and its stated purpose is keeping roadways and public rights-of-way free from hazards. Street Department, 440-204-2550.
And on private property?
No, and the city says so in one sentence on that same page: the City does not remove dead animals that are on private property. As far as the published record goes that page is the only place the city addresses dead animals anywhere.
Who covers county roads, township roads and state routes?
The County Engineer sets out the four systems: ODOT for interstates, US routes and state routes; the County Engineer for county roads; township trustees for township roads; municipalities for streets and alleys inside their boundaries. Lorain County is in ODOT District 3.
Is the tree lawn mine or the city’s?
For maintenance the city treats it as yours — its FAQ puts tree lawn trees on the home owner, along with sidewalks and driveways. For a carcass it is the genuinely arguable strip, because the Street Department’s duty is roadway obstructions. Ring them and find out rather than guessing.
Dealing with it yourself
Can it go in the bin or out as bulk?
The city’s garbage and bulk rules are detailed about containers, timing and excess trash, and they do not mention animals anywhere. That is silence rather than permission. Republic Services runs the collection if you want an answer in writing.
What does Ohio law require?
ORC 941.14(B) puts disposal on the owner of premises that contain a dead animal, within a reasonable time, by burning, burial at not less than four feet, alkaline hydrolysis, removal in a watertight tank to a rendering establishment, or another method under ORC 939.04 or 953.26. The often-quoted twenty-four-hour rule is 941.14(A) and covers animals dead of a dangerously infectious disease.
What if I do nothing at all?
ORC 941.15 lets the Department of Agriculture or the township trustees have it disposed of and add the cost to the land’s tax assessment. Separately, Lorain’s own public-nuisance chapter defines a public nuisance to include an animal, and lets the Safety/Service Director serve written notice requiring abatement within a reasonable time.
Can I trap the animals causing it?
Trapping inside Lorain is unlawful except in compliance with Ohio Division of Wildlife regulations together with rules established by the Chief of Police, and a violation is a fourth-degree misdemeanour. The ordinance separately recognises a property owner operating under an Ohio Division of Wildlife damage control permit. Removing a carcass already on the ground is not trapping.

Does Lorain County Public Health handle this?
Not removal. Its published animal work is rabies through the investigation of animal bites and exposures from living animals, with a ten-day quarantine for dogs, cats and ferrets. For a bite, they are exactly who to ring, on 440-322-6367.
What about the county Dog Kennel?
Dogs only. It describes itself as the county facility for temporarily housing stray dogs and its mission as the seizure of stray and at-large dogs. It is in Elyria, and it publishes nothing about wildlife or dead animals.
The work and the money
Must I identify the animal or pinpoint it first?
Neither is expected of you. Working out the species and pinning down the position is what is being paid for. Name a room or a corner of the plot, say whether anything is in sight, add a rough number of days, and that is a quotable job.
Does plaster or drywall get cut?
It does not. Everything is worked through openings that already exist, and a dead end at a closed surface is reported as one. Nothing on this site treats making a hole in your house as a standard step, and no repair work is offered afterwards.
How fast can somebody get here?
Ask when you ring. Deliberately absent from every page on this site are turnaround claims, time windows and availability statements, since the diary belongs to whoever is doing the work and it looks different every morning.
How is the figure arrived at?
By description, during the call, and never in advance on a page. Weight, whereabouts, how awkward the retrieval is and how stale the problem has become are the inputs. There is a page walking through each of them.
Will the smell stop straight away?
The upward curve ends the moment it is out, and the bulk of what you are smelling goes with it. Whatever soaked into the boards, insulation or soil underneath keeps releasing for a week or two beyond that, even after the worst of the material has been taken away.
